You can use cents if you need to get an accurate report of your spending.
But if you want to make a finance plan and don't need an accurate report for the past periods, then I would recommend to round values and not to register cents. It would make tracking your money easier. In fact, more accurate amounts won't make more accurate plan, while more accuracy requires more thoroughness and more time to type. Think of it.
